Payment with an american card with a foriegn address

I am at the payment stage and i am trying to pay with my american visa card that is linked up to an american bank account. the only issue is the bank is linked to a foreign address. there is no option to leave the STATE field blank or indicate that is a foreign address. as a result i cannot make a payment. is this just a error with the programming of the website or can i not use a card linked to a german address
