It depends. A trustee to trustee transfer would not be taxable and if the rollover occurred within 60 days if it actually came through your hands also would not be taxable.
- PA says: "If you received a distribution from an IRA and rolled the entire distribution (100 percent) into a Roth IRA directly, or within 60 days, the distribution is not taxable income for PA purposes."
Select Rollover in the State Type Code (see image below) when you reach the screen 'What kind of retirement income do you have from Pennsylvania?'
