There is no payer ID on a SSA1099. You are trying to enter it in the wrong place.
Go to Federal> Wages & Income>>Retirement Plans and Social Security (SSA1099 and 1099RRB) to enter your SSA1099.
The form that you get from Social Security is not a 1099-R. It's an SSA-1099. Form SSA-1099 does not have a payer's address or TIN. When you enter it in the right place in TurboTax you do not have to enter the payer's address or TIN.
