Will amending my taxes bcuz I forgot to report my early 401k withdraw lower or remove the bill I received from the IRS for not reporting it? Will amending help?

$5200 bill from irs for not reporting early 401k withdraw but I was told the penalties and tax fees would be taken out before I got the withdrawal
