My husband is Japanese. We do not usually live in the USA and I work Freelance as self employed. Is there any way to claim him as a dependent as we live on my income mostly? As of now, I am making around $30,000, but I am being taxed as a single person- paying a lot in taxes.

Your husband is a Non-resident and does not have a SSN, then you could file for an ITIN by filing a Form W-7, see link below. So you would fill out Form W-7 and file it with your tax return and file by Mail. You will not be able to efile your return. You could file Married Filing Joint, but that would also mean that you would need to report both of your World-wide Income.
